1917年に設立された北海道無尽が起源。
1998年に北海道拓殖銀行から道内営業を譲り受け、道内金融の受け皿を担った。北海道を地盤とする地方銀行で、1989年に相互銀行から普通銀行へ転換し、2012年には持株会社の札幌北洋ホールディングスと合併した。
