Background

He is a career employee who joined Chubu Electric Power in April 1977. He rose to Managing Executive Officer in July 2007, Director and Senior Managing Executive Officer in June 2010 and Representative Director and Executive Vice President in June 2013. As Executive Vice President he headed the Corporate Strategy Headquarters, and became President two years later. His predecessor Akihisa Mizuno had also served as Executive Vice President and head of the Corporate Strategy Headquarters, so his was a promotion along the same path.

In June 2015 he succeeded Akihisa Mizuno as Representative Director and President, with Mizuno moving to Representative Director and Chairman that month. In the year before his appointment, the fiscal year ended March 2015, consolidated revenue was ¥3,103.6 billion and net income ¥38.7 billion, a recovery from three consecutive years of net losses. The change came while the Hamaoka Nuclear Power Station remained shut down and coincided with the launch of JERA, the joint venture with Tokyo Electric Power.

Initiatives

In 2019 the company fully transferred its domestic thermal power business to JERA, its joint venture with Tokyo Electric Power. In April 2020 it spun off transmission and distribution and retail and moved to a holding company structure. Consolidated net income during his tenure peaked at ¥169.7 billion in the fiscal year ended March 2016, declined to ¥114.6 billion in the FY ended March 2017, ¥74.3 billion in the FY ended March 2018 and ¥79.4 billion in the FY ended March 2019, then recovered to ¥163.4 billion in the FY ended March 2020, his final year. The other pillar was restarting the Hamaoka Nuclear Power Station. In his New Year addresses in the company newsletter he repeatedly stressed the importance of finalizing the design basis ground motion early, and in 2018, when the schedule slipped, he asked the nuclear civil engineering department to draw up a concrete roadmap and report progress monthly. In November 2019, in responding to an internal whistleblower report saying the shortest calculation period should be stated in review meeting materials, he approved a policy of merely adding the words "and others," on condition of obtaining the opinions of other experts. This sequence of events was confirmed in the investigation report of September 2026, and he stepped down as Representative Director and Chairman effective September 30 that month.
