Background
Born in Tokyo in 1911, he graduated from the Faculty of Law of Keio University in 1934 and joined Toho Electric Power. As a Director he was in charge of general affairs and as Managing Director of sales; his career lay in head office administration rather than at power stations or transmission lines.

In June 1977 he succeeded Otosaburo Kato as President, with Kato moving to Chairman at the same time. In the same June 1977, three people including Koichi Yoshida and Toku Fujimoto were promoted to Executive Vice President together, and Tanaka, in that post since May 1972, was the only one who already held it. Two of the three new Executive Vice Presidents had engineering degrees, and the person chosen as President was a law graduate who had risen through general affairs.
