Background
He joined Toshiba in April 1962. He became a Director 32 years later, in June 1994, then Managing Director in June 1996 and Director and Senior Managing Director in June 1998, spending all 38 years before becoming president at Toshiba alone. Born in July 1938, he was 61 when he became president in June 2000. The directors' section of the annual securities report for the fiscal year ended March 2006 records his Toshiba shareholding as 124,000 shares.

In June 2000 he succeeded Taizo Nishimuro as President. His immediately preceding post, since June 1998, was Director and Senior Managing Director, and he rose to president without passing through Senior Executive Vice President or Executive Vice President. The four Representative Executive Officers and Corporate Senior Executive Vice Presidents listed in the same directors' section for FY ended March 2006 had each climbed in order from Managing Director through Senior Managing Director before reaching Executive Vice President, whereas Okamura skipped two rungs.
Initiatives
On December 18, 2001, the company announced its withdrawal from the commodity DRAM business and reached a basic agreement to sell the land, buildings and manufacturing equipment of Dominion Semiconductor in the U.S. to Micron Technology. The semiconductors it kept were narrowed to high-value-added products centered on NAND flash memory. In June 2003 it moved to the committee-based governance structure, and his title changed from President to Director, Representative Executive Officer and President. In June 2005 he stepped back to Chairman of the Board, and Atsutoshi Nishida, who joined in 1975, succeeded him.
