1951年に上下水道の計画調査設計を目的に設立された会社が起源。
1976年に海外部を設置し、1982年に設けたマニラ事務所を足場に海外の上下水道整備にも携わった。上下水道の調査・設計を主力とする建設コンサルタントで、インドやオーストラリアにも拠点を持つ。
