Background
He graduated from the Faculty of Law at Tokyo Imperial University in 1933 and joined Nisshinbo in April that year. He became a Director in December 1957, Representative Director and Managing Director in June 1959 and Senior Managing Director in December 1963, before becoming Director and President in June 1964. He continued to head a division even after becoming President. Born in 1910 in Ehime Prefecture, he moved to Director and Chairman in December 1973.

In June 1964 he became Director and President as Takeshi Sakurada moved to Director and Chairman. Of his 1933 entry cohort, Seizo Mafune joined the board in December 1958 and Minoru Okada in December 1959, while Tsuyuguchi's December 1957 appointment was the earliest. The sequence of raising him to the board ahead of his peers and taking him through Managing and Senior Managing Director to the presidency appears to have been laid out seven years before he took office.
Initiatives
His tenure was nine and a half years, from June 1964 to December 1973. In January 1966 the company built the Fujieda Plant, and in December 1972 it set up a Brazilian spinning and weaving company, NISSHINBO DO BRASIL INDUSTRIA TEXTIL LTDA. Non-consolidated net sales grew 2.4 times from ¥32.5 billion in the FY ended March 1965 to ¥79.5 billion in the FY ended March 1973, and net income rose from ¥1.4 billion to ¥4.4 billion. Profitability, which had not improved during his predecessor's 18 and a half years, recovered over these nine and a half years.
