Background

He joined Tokyo Electric Power in April 1968, became general manager of the Materials Department in June 1997 and a Director and general manager of that department in June 2001. He rose to Managing Director in June 2004 and Executive Vice President in June 2006. The Executive Vice Presidents during his tenure, Norio Tsuzumi from the siting department, Takashi Fujimoto from the distribution department and Masao Yamazaki from the General Training Center, followed different paths from Shimizu, who came up through materials procurement. As of the annual securities report for the fiscal year ended March 2010, he held 25,972 shares.

Selection

In June 2008 he succeeded Tsunehisa Katsumata as President. Katsumata had become President in October 2002 and moved to Chairman when Shimizu took office. In the fiscal year ended March 2008, just before his appointment, consolidated operating profit had fallen from ¥550.9 billion the previous year to ¥136.4 billion, and the company had posted a consolidated net loss of ¥150.1 billion. He was promoted seven years after joining the board and two years after becoming Executive Vice President.

Initiatives

In October 2008 the company established TEPCO Land through a joint incorporation-type split of TEPCO Real Estate and Oze Ringyo. In April 2009 it had TEPCO Real Estate absorb Toshin Building. Consolidated results recovered from an ordinary loss of ¥34.6 billion and a net loss of ¥84.5 billion in the fiscal year ended March 2009 to operating profit of ¥284.4 billion and net income of ¥133.7 billion in the FY ended March 2010. In the FY ended March 2011 the company posted a consolidated net loss of ¥1,247.3 billion, and in June that year he handed the presidency to Toshio Nishizawa.
