Background

He joined Tokyo Electric Power in April 1976. He became Executive Officer and head of the Kanagawa Branch in June 2008 and Managing Director in June 2010, reaching the board 34 years after joining. In March 2011, when the Fukushima Daiichi Nuclear Power Station accident occurred, he was Managing Director and also deputy head of the Fukushima Nuclear Victims Support Headquarters, handling compensation and support for those affected. He became President a year and three months later, moving to the top while still handling the practical work of the accident response.

Tokyo Electric Power's consolidated results showed a net loss of ¥1,247.3 billion in the fiscal year ended March 2011, and an operating loss of ¥272.5 billion and a net loss of ¥781.6 billion in the FY ended March 2012, two straight years in the red. Naomi Hirose became Director, Representative Executive Officer and President in June 2012, succeeding Toshio Nishizawa. He was appointed two years after becoming Managing Director and a year and three months after becoming deputy head of the Fukushima Nuclear Victims Support Headquarters, carrying the compensation and victim support begun in March 2011 straight into the presidency.

Initiatives

During his tenure Tokyo Electric Power pressed ahead with splitting up its business. In April 2015 it set up preparatory companies for the split of its three businesses of fuel and thermal power, transmission and distribution, and electricity retail; in April 2016 it moved to a holding company structure, renamed itself Tokyo Electric Power Company Holdings and transferred the three businesses to TEPCO Fuel & Power, TEPCO Power Grid and TEPCO Energy Partner respectively. It moved its fuel transport and trading business to JERA in October 2015, and its existing fuel business and overseas thermal IPP business in July 2016. In January 2013 it established the Fukushima Revitalization Headquarters.
