Background

He joined Tokyo Electric Power in April 1963, became general manager of the Planning Department in June 1993 and a Director and general manager of that department in June 1996. In June 1997 he also took charge of the Planning, Business Management and General Affairs departments, and rose to Managing Director in June 1998, Executive Vice President in June 1999 and Executive Vice President and head of the New Business Promotion Headquarters in June 2001. The executives alongside him came from different divisions, including Shigemi Tamura, former head of the Transmission and Substation Construction Headquarters, Susumu Shirakawa from the Ministry of International Trade and Industry, and Masataka Shimizu from the materials department, while Katsumata spent his entire career in planning.

Selection

In 2002 Tokyo Electric Power disclosed a series of scandals, including improper handling of inspection and repair work at its nuclear power stations. In September that year an executive post for ethics was created, and Shigemi Tamura became Executive Vice President in charge of ethics. In October 2002, as Tamura moved to Chairman in charge of ethics, Katsumata moved from Executive Vice President and head of the New Business Promotion Headquarters to President. The Chairman and President were replaced simultaneously in October, outside the timing of the ordinary general meeting of shareholders. After taking office he also became vice chairman of the Japan Business Federation in May 2004 and chairman of the Federation of Electric Power Companies in April 2005.

Initiatives

In March 2004 the company made wind power company Eurus Energy Holdings a subsidiary, and in September that year telecommunications company POWEREDCOM. POWEREDCOM merged with KDDI and was dissolved in January 2006, and in January 2007 its FTTH business and dark fiber leasing business were transferred to KDDI through an absorption-type split. From November 2006, on the instructions of the Ministry of Economy, Trade and Industry and others, the company investigated data falsification and other problems at its power generation facilities, interviewing about 15,500 people in total, and received administrative sanctions including an order to change its nuclear safety regulations and the revocation of water use permits for hydroelectric plants. In the fiscal year ended March 2008 it posted a net loss of ¥150.1 billion.
