Background
He joined in April 1968, served as Deputy General Manager of the Takasago Machinery Works from December 1995 and General Manager of the Nagoya Machinery Works from April 1999. He became head of the Industrial Machinery Division in April 2000, Managing Director and head of Global Strategy in April 2002, and President in June 2003. His career ran not through shipbuilding or power systems but through industrial machinery and overseas sales.

In June 2003 he succeeded Takashi Nishioka as President. Whereas the three presidents from Kentaro Aikawa to Nishioka had all been promoted from Executive Vice President, Tsukuda was appointed from Managing Director and head of Global Strategy. In the fiscal year ended March 2003, the year before, consolidated net sales were ¥2,593.8 billion and net income ¥34.3 billion, with sales down ¥270.1 billion from the previous year. The change came just ahead of the final year of the "2000 Business Plan" restructuring.
Initiatives
In 2008 he decided to commercialize a small passenger jet and set up the development subsidiary Mitsubishi Aircraft. The company supplied the wings for the Boeing 787 but had no experience designing and mass-producing an entire aircraft. Consolidated net sales grew from ¥2,593.8 billion in the year before he took office to ¥3,203.0 billion in the fiscal year ended March 2008, with operating income of ¥136.0 billion and net income of ¥61.3 billion.
