Background
He joined in April 1937, became head of the Nagasaki Shipyard in 1969 and a Director the following year. He became deputy head of the Power Systems Headquarters in 1972 and Managing Director and head of the Power Systems Headquarters in 1973, leading both shipbuilding and power systems. He became Executive Vice President in June 1977.

In June 1981 he succeeded Masao Kanamori as President, promoted after four years as Executive Vice President. In the fiscal year ended March 1981, the year before, net sales were ¥1,325.6 billion and ordinary income ¥22.9 billion, with sales no higher than the ¥1,379.2 billion of FY ended March 1978. With the shipbuilding slump continuing, leadership appears to have passed to Suenaga, who had led power systems.

By division, sales for the fiscal year ended March 1985 were led by power systems at ¥766.5 billion (38%), followed by ships and steel structures at ¥336.0 billion (17%) and mass-produced products at ¥281.3 billion (14%). Machinery accounted for ¥265.0 billion (13%) and aircraft and special vehicles ¥260.8 billion (13%). Since the separation of automobiles, power systems had become the source of earnings. Net sales for that year were ¥1,999.7 billion and ordinary income ¥87.2 billion.
