Background
Born in Nagasaki Prefecture in 1916, he graduated from Tokyo University of Commerce in March 1941 and joined Nisshin Flour Milling that April. He joined the board 28 years later, in November 1969, and became Managing Director nine years after that, in June 1978. As Managing Director he served as general manager of accounting. In the 1979 officer listing he was one of seven Managing Directors, whose responsibilities were divided among flour milling operations, feed operations, the central research laboratory, western regional oversight and others. His path to the presidency ran through the officer in charge of accounting.
Selection
He succeeded Yoshio Ishii as President in 1980. In the 1979 officer listing he was a Managing Director, and listed alongside him as Senior Managing Director was Yoshichi Suzuki, who joined in 1937. Saeki, who joined in 1941, thus reached the presidency ahead of a Senior Managing Director senior to him in both year of joining and years as an officer. Just before he took office, in the fiscal year ended March 1979, non-consolidated net sales were ¥216.6 billion and net income ¥4.5 billion. The appointment appears to have put the officer who had handled accounting in charge.

His tenure lasted about six years, from 1980 to 1986. Non-consolidated net sales around the time he took office rose 25% from ¥216.6 billion in FY ended March 1979 to ¥270.2 billion in FY ended March 1981. In FY ended March 1981 operating profit was ¥10.6 billion, ordinary profit ¥9.95 billion and net income ¥4.4 billion, with operating profit up 17% in two years. Cost of sales that year was ¥238.0 billion, and the operating margin 3.9%. It was a period of expanding scale while the business remained cost-heavy.
