Background
Born in Tokyo in 1913, he graduated from the University of Tokyo's Faculty of Economics in March 1935 and joined Nisshin Flour Milling that April. He joined the board 26 years later, in May 1961, then became Managing Director in May 1967 and Senior Managing Director in May 1971. It took 38 years from joining to the presidency. His path differed from that of Hidesaburo Shoda, who became a Director six years and President 16 years after joining. His was the career of a flour milling insider who climbed the ladder one rung at a time.

In November 1973 he succeeded Hidesaburo Shoda as President. Shoda became Chairman that month and remained a Representative Director. Ishii was appointed two and a half years after becoming Senior Managing Director, at age 60. In the fiscal year ended March 1973, the year before he took office, non-consolidated net sales were ¥107.4 billion, ordinary profit ¥2.6 billion and net income ¥1.6 billion, with sales continuing to grow. It was a change in which a career Senior Managing Director succeeded a President who had served 28 years.

His tenure lasted about seven years, from November 1973 to 1980. Non-consolidated net sales rose 60% in two years, from ¥107.4 billion in FY ended March 1973 to ¥134.6 billion in FY ended March 1974 and ¥171.4 billion in FY ended March 1975. In FY ended March 1979 they reached ¥216.6 billion, with operating profit of ¥9.08 billion and net income of ¥4.5 billion. Net income was 2.8 times the ¥1.6 billion of the year before he took office.
