The weight of an advance investment made on conviction
The heart of this decision lies in how far Fukuda Yasuhisa pressed his own conviction in a situation where the case for the investment could not be settled by numbers alone. A sum three times the annual budget, and the labour of calling on 133 landowners one by one, are both conditions that in an ordinary management decision would be reasons to walk away. That he nonetheless carried the board can be attributed to the strength of a conviction formed on the operating floor.
What made the meaning of the investment stand out, however, was not the opening itself but the later context — designation as a driving school in 2016, and today’s “2024 problem” in Japanese trucking. One cannot assert that the long-term labour shortage was accurately foreseen in 1988; but that the investment came, thirty years on, to meet the demands of its time is where its weight can be seen.
