Background

Before graduating from Kyoto Imperial University, he joined Fujimoto Bill Broker Bank in Osaka on the introduction of Professor Gotaro Ogawa, a scholar of public finance. The company's business was discounting and rediscounting bills, and he was interviewed by Senior Managing Director Ichitaro Tanimura. He served as the first head of its securities investment partnership department, and these partnerships led to the Securities Investment Trust Act that took effect in June 1951. After a posting in Taipei he returned to the Osaka head office in January 1942 as General Manager of the Bond Department, handling sales of government bonds during the war. In June 1943 he was elected a Director while remaining head of the Bond Department.

Selection

Daiwa Securities was formed in December 1943 when Fujimoto Securities merged with Nippon Trust Bank, with capital of ¥18.75 million and its head office in Tokyo. The name was given by Toyotaro Yuki, then Governor of the Bank of Japan. Fukuda was a party to the merger as Bond Department head and Director, and after serving as Executive Vice President became President in November 1957. In the fiscal year ended September 1956, the year before he took office, sales were ¥3.455 billion and ordinary profit ¥569 million.

Initiatives

The business quadrupled during his tenure. Sales grew from ¥3.656 billion in the fiscal year ended September 1957, his first year, to ¥9.762 billion in the FY ended September 1959 and ¥14.666 billion in the FY ended September 1962. Employees numbered 6,932 in the FY ended September 1962. Throughout this period the largest shareholder was Sumitomo Bank, whose stake rose from 3.1% in the FY ended September 1960 to 5.0% in the FY ended September 1962.
