Background
He graduated from the Faculty of Economics at Keio University in April 1941 and joined Oji Paper. He became a Director in November 1963, Managing Director in March 1968, General Manager of Corporate Planning in November that year, Senior Managing Director in November 1971, General Manager of Sales and of Converted Products in November 1974, and rose to Representative Director and Executive Vice President in June 1976. Born in Nagano Prefecture, he was a career employee who came up through planning and sales rather than the mills.

In 1981 he succeeded Fumio Tanaka as President. Tanaka is listed as Director and President up to the 1980 edition of the Japan company directory, with Ichimura listed as Director and Executive Vice President in the same edition. In the FY ended March 1981, the year before he took office, ordinary income was ¥7.7 billion on sales of ¥338.5 billion; compared with ¥307.0 billion and ¥8.1 billion the year before, only sales had grown while profits were flat. An Executive Vice President from planning and sales took on the task of restoring profitability.

In the FY ended March 1982 during this period, sales were ¥344.1 billion, ordinary income ¥8.4 billion and net income ¥4.3 billion, slightly up from ¥338.5 billion, ¥7.7 billion and ¥3.7 billion the year before. Ordinary income grew to ¥13.0 billion and ¥22.9 billion from the FY ended March 1983 on, so Ichimura's year was a period of handover from his predecessor to his successor.
