Background
Born in Hokkaido in 1908, he graduated from the Faculty of Economics at Tokyo Imperial University in 1932 and joined Teikoku Electric Power in February 1936. At Hokkaido Electric Power he became a Director in May 1960, Managing Director in March 1962, and Executive Vice President in May 1970. Koji Ohashi and Toru Yamada, listed alongside him among the officers, both became Directors in November 1961, so Yotsuyanagi joined the board a year and a half before them.
Selection
In May 1974 he succeeded Tsuneji Iwamoto as President. Iwamoto moved to Chairman the same month. In the fiscal year ended March 1974, the year before he took over, ordinary income was ¥3.9 billion on net sales of ¥79.7 billion, down 40% from ¥6.8 billion in the FY ended March 1973. Among officers who were mostly engineering graduates of Hokkaido University, the presidency passed to an Executive Vice President with an economics degree.

In the FY ended March 1975, the year after he took office, net sales rose 40% from ¥79.7 billion to ¥114.3 billion, and ordinary income recovered from ¥3.9 billion to ¥6.0 billion. By the FY ended March 1978, net sales had grown to ¥204.345 billion and ordinary income to ¥18.398 billion, but in the FY ended March 1980 ordinary income fell to ¥581 million on net sales of ¥248.779 billion, before recovering to ¥13.903 billion in the FY ended March 1981. The Japan company directory lists Yotsuyanagi as President up to its 1981 edition, the latest edition on hand.
