Background

Born in Tokyo in 1901, he graduated from the Faculty of Law at Tokyo Imperial University in 1925. He became Vice-Minister of Commerce and Industry in February 1947, and after leaving government served as President of Chiyoda Kogyo from July 1949 and as Executive Director of the Japan Chamber of Commerce and Industry from November 1951. He moved between government and business organizations without hands-on experience in the power industry, and his ties to Hokkaido Electric Power began only when he became President in May 1960.

He became President in May 1960. In the fiscal year ended March 1960, the year before he took over, net sales were ¥17.718 billion and ordinary income was ¥1.595 billion. Net sales had grown by nearly 30% in two years from ¥13.727 billion in the FY ended March 1958, a period of expanding electricity demand in Hokkaido. Rather than promoting from within the technical or sales ranks, the company brought in an outsider who had served as Vice-Minister of Commerce and Industry and Executive Director of the Japan Chamber of Commerce and Industry, and a background with connections to the state and the business world appears to have been what was sought.

Initiatives

Over his six years in office, net sales doubled from ¥17.718 billion in the FY ended March 1960 to ¥35.456 billion in the FY ended March 1966. Net income also rose from ¥1.787 billion in the FY ended March 1962 to ¥2.784 billion. In May 1966 he moved to Chairman, and Tsuneji Iwamoto succeeded him as President. After eight years as Chairman, he stepped back to Director and Senior Adviser in May 1974.
