Background
Born in Nara Prefecture in 1908, he graduated from the Faculty of Economics of Tokyo Imperial University in 1933. He became general manager of the Accounting Department in August 1952, deputy general manager in November 1954 and general manager in May 1956, then Managing Director in May 1958 and Executive Vice President in November 1959. Starting from accounting, he rose through head office administration and spent 11 years as Executive Vice President before becoming President.
Selection
In November 1970 Yoshishige Ashihara moved to Chairman, and Executive Vice President Yoshimura became President. In the same month Unit 1 of the Mihama Power Station entered commercial operation, the first pressurized water nuclear plant of any Japanese power company. In the fiscal year ended March 1971, revenue was ¥323.2 billion and ordinary profit ¥25.8 billion. The change appears to have installed an Executive Vice President from accounting at a company that continued to expand its facilities.
Initiatives
With fuel costs swelling during the 1973 oil crisis, in June that year the company applied for rate increases of 15.8% for lighting and 35.2% for power, its first rate revision in 19 years, since October 1954. In the same year it issued nine peak-cut orders to large customers, after none the previous year. In August 1973 it asked boiler manufacturers to guarantee nitrogen oxide removal rates. Ordinary profit for the fiscal year ended March 1974 was ¥6.3 billion, a third of the previous year's ¥18.0 billion. He moved to Vice Chairman in May 1975.
