Background

He graduated from the Faculty of Law of Tokyo Imperial University in March 1934 and joined the Ministry of Communications; after serving as Director-General of the Tohoku District Maritime Bureau and of the Seafarers Bureau at the Ministry of Transport, he became Commandant of the Japan Coast Guard in December 1958. He joined All Nippon Airways in May 1959 as Managing Director and became Senior Managing Director in September 1967. In February 1970 he left the company to become chairman of the Ship Improvement Corporation, then returned as an adviser in July 1974, became a Corporate Auditor in May 1975 and was appointed President in December 1976.

Selection

In December 1976 he succeeded Tokuji Wakasa as President, with Wakasa moving to Chairman that same month. The Executive Vice Presidents with representative authority were Norio Shimizu and Naoji Watanabe, both of whom joined in December 1952. The new President was a former transport official born in 1912 who had left the company six years earlier for the Ship Improvement Corporation and had returned as a Corporate Auditor. The change came while the Lockheed scandal investigation reached ANA, and the company appears to have brought back someone who had been outside rather than promote a career Executive Vice President.

Initiatives

When he took office, international scheduled flights were monopolized by Japan Airlines under the 1970/1972 framework, and All Nippon Airways was confined to domestic routes. In August 1978 the company established Nippon Cargo Airlines and introduced the Boeing 747 that same month. This cargo carrier's 1985 entry into the Narita-New York route punched a hole in the monopoly, leading to ANA's first international scheduled flight, Tokyo-Guam in March 1986, in its 33rd year. The corporate directories on hand list him as President through the 1981 edition.
