Background
Born in Tokyo in 1911, he graduated from Tokyo Prefectural Sixth Middle School in 1931 and joined Keio Electric Tramway in 1935. He became General Manager of General Affairs in May 1957, a Director in November 1961, Managing Director in November 1963, Senior Managing Director in November 1971 and Executive Vice President in June 1977, spending 46 years in the company from joining to becoming President. He came up from the frontline into general affairs after a prewar middle school education, without passing through any government office or other company.
Selection
His predecessor was Masatada Inoue. In the directory as of June 1981, Inoue was still President, and Minowa sat as Executive Vice President alongside Naoe Tosaka, who had graduated from the Faculty of Engineering at the University of Tokyo in 1936 and joined in August 1964 from the post of head of JNR's Tokyo Electrical Construction Bureau. The two had become Executive Vice Presidents in the same month of June 1977, and Minowa, with 46 years in the company going back to Keio Electric Tramway, became the successor.
Initiatives
By the time he took office, the opening of the Keio New Line in October 1978 and through-service with the Toei Shinjuku subway line in March 1980 were complete, and railway works at the Shinjuku end had come to a pause. Keio Plaza Hotel Sapporo was set up in May 1981, and Keio Atman, which runs specialty stores, in October 1985. Investment in this period went not into extending the track but into hotels beyond the areas along its lines and a store network.
