Background

He was born in Ehime Prefecture in 1902. He joined the founding management as Senior Managing Director when Keio Teito Electric Railway was spun off from Tokyu Corporation in June 1948, and became President nine years later, in May 1957. In the spin-off the company inherited the Keio and Inokashira lines and three bus depots, with capital of ¥50 million.

Selection

His predecessor was Shiro Sannomiya, President since the 1948 spin-off. In the 1967 edition of the directory, below Inoue were Executive Vice President Isao Ikeda and Senior Managing Directors Keijiro Nishizawa, Koichi Egara and Koshiro Kobayashi, all founding members who had joined the board in 1948 or 1949. Of that group only Inoue had been Senior Managing Director from the start, and his place at the top of the hierarchy appears to have led to his becoming President.

Initiatives

What he expanded during his tenure were sources of earnings outside the railway. The company began real estate operations in October 1955 and set up Keio Shokuhin (now Keio Store) in September 1959 and Keio Department Store in March 1961, creating ways to earn at the Shinjuku terminal and along its lines. On the railway side it opened the Takao Line between Kitano and Takaosanguchi in October 1967. The framework for turning the two lines handed to it by wartime consolidation into a source of earnings was laid in this period.
