Background
Born in Kanagawa Prefecture in 1908, he graduated from Tohoku Imperial University in 1932. At Japanese National Railways he served as head of the Western Branch from January 1957 and as Managing Director from July 1959, and in November 1961, after resigning from the board that September, he was brought in as Managing Director of Keio Teito Electric Railway. He became Senior Managing Director in November 1963 and Executive Vice President in 1969, and was appointed President in May 1975.
Selection
His predecessor Koshiro Kobayashi stepped back to Chairman in May 1975, and Inoue became President that month. Among the vice presidents at the time was Koichi Egara, who had graduated from Hokkaido University in 1928 and had been a director since June 1948, but the presidency went to Inoue, who had come from JNR in 1961. With major railway works ahead, the Keio New Line in 1978 and through-service with the Toei Shinjuku subway line in 1980, his background as head of JNR's Western Branch and as a JNR Managing Director appears to have been what was wanted.
Initiatives
He completed the expansion of transport capacity at the Shinjuku end during his tenure. In October 1978 he opened the Keio New Line, quadruple-tracking the section between Shinjuku and Sasazuka, and in March 1980 began through-service between the Keio Line and the Toei Shinjuku Line, extending a line that had dead-ended at Shinjuku into central Tokyo. In May 1981 he set up Keio Plaza Hotel Sapporo, taking the hotel business beyond the areas along its lines.
