Background

She joined PASA in September 1971, and in May 1973, at age 38, founded Tempstaff Co., Ltd. and became its Representative Director and President. It was founded in Meguro Ward, Tokyo, specializing in dispatching women for office work. She served as President for the next 35 years, and after becoming President of the holding company she also remained Representative Director and President of Tempstaff. In the shareholder register for the fiscal year ended March 2009, just after the move to a holding company, Shinohara personally was the largest shareholder with 47.43%.

Selection

In October 2008 she became the first President of Temp Holdings, a joint holding company established through the business integration of Tempstaff and People Staff. Rather than one acquiring the other, both companies transferred their shares to sit side by side under the holding company, and Tempstaff was delisted and became a wholly owned subsidiary. The integration added People Staff, based in the Tokai region, to Tempstaff's nationwide network, and in January and April 2009 absorption-type splits unified the sales operations in the Tokyo area and Tokai respectively.

Initiatives

In November 2009, the year after she took office, the company made Nihon Techseed (now PERSOL CROSS TECHNOLOGY) a subsidiary through a tender offer, adding engineer staffing to office staffing. In April 2013 it acquired all shares of Intelligence Holdings for about ¥51.4 billion, bringing job-change media and recruitment under the holding company. Consolidated net sales went from ¥245.1 billion in her first fiscal year, ended March 2009, to ¥247.2 billion in FY ended March 2013, roughly flat over her four and a half years. She also served as Chairman from June 2011 and handed the presidency to Masamichi Mizuta in June 2013.
