Background
He joined Kyushu Electric Power in April 1963 and rose to Director and general manager of the General Affairs Department in June 1997 and Managing Director in June 1998. The only job title in his recorded career is general manager of general affairs; he never headed a business headquarters such as the Power Transmission Headquarters or the Customer Headquarters. In the fiscal year ended March 2006 he held 5,803 shares, while Representative Director and Chairman Michisada Kamata in the same executive listing held 32,471 and Representative Director and Executive Vice President Hidemi Ashizuka 28,550. The major shareholders were led by Meiji Yasuda Life Insurance with 5.0% and dominated by life insurers and trust banks, with no individuals in the top ten.
Selection
In June 2003 he became Representative Director and President, succeeding Michisada Kamata, who had become President in June 1997. Kamata moved to Representative Director and Chairman that month and was still Chairman in the annual securities report filed in June 2006. Matsuo joined the board in June 1997, at the same time as Hidemi Ashizuka, then general manager of the Planning Department, and became Managing Director in June 1998, a year ahead of Ashizuka. In the June 2003 appointments Ashizuka and Mitsuaki Sato remained Representative Directors and Executive Vice Presidents, and Matsuo alone rose to President without passing through Executive Vice President.
Initiatives
In March 2004 he set a medium-term management policy with numerical targets of average consolidated ordinary profit of ¥110.0 billion over the five years from fiscal 2005 to 2009 and a shareholders' equity ratio of 30% at the end of fiscal 2009. In April 2006 the company cut electricity rates by an average of 3.71% across lighting and power. It placed nuclear power at the core of its generation and put into its plans an environmental survey at the Sendai Nuclear Power Station site and plutonium-thermal use at Unit 3 of the Genkai Nuclear Power Station, targeted for around fiscal 2010. Consolidated revenue was flat, from ¥1,401.8 billion in the fiscal year ended March 2006 to ¥1,408.3 billion in the FY ended March 2007, while operating profit fell from ¥171.3 billion to ¥155.2 billion.
