Background

He joined Japanese National Railways in July 1969, and in the April 1987 breakup and privatization became head of the Management Control Office in West Japan Railway's Corporate Planning Headquarters. He became Director and General Manager of Finance in June 1993, Managing Executive Officer and head of the Tokyo Headquarters in June 1999 and Managing Director in June 2000. In June 2001 he became Representative Director, Executive Vice President, Executive Officer and head of the Tokyo Headquarters, and from October that year also headed the Corporate Planning Headquarters. He came up through the numbers side of head office, in management control, finance and corporate planning, and his résumé shows no post heading train operations or facilities.

Selection

He became Representative Director, President and Executive Officer in April 2003, succeeding Shojiro Nanya. It took him 24 years from joining JNR to join the board and 34 to become President, and he was chosen from head office planning and finance. On the same board list, his eventual successor Masao Yamazaki had joined JNR in April 1966, served as Director, Deputy Head of the Railway Operations Headquarters and head of its Safety Office from April 1993 and as Managing Director and Head of the Railway Operations Headquarters from June 1996, and had moved to JR West Maintec in June 1998.

Initiatives

On April 25, 2005, during his tenure, a train accident on the Fukuchiyama Line between Tsukaguchi and Amagasaki killed 106 passengers and injured more than 500. On May 31 that year the company adopted a Safety Improvement Plan, and in March 2006 it set up a dedicated organization to support those affected. In the fiscal year ended March 2006 consolidated operating revenue rose ¥19.2 billion from the year before to ¥1,240.0 billion, but net income fell from ¥59.0 billion to ¥46.5 billion. Kakiuchi stepped down as President in February 2006 to become Director and Executive Officer, and Masao Yamazaki succeeded him.
