Background
He joined Japanese National Railways in 1959 and served as head of the Tokyo West Railway Operating Division and head of the President's Office. Having passed through both a frontline operating division and the head office President's Office, he was involved in the practical work of the breakup and privatization in JNR's final years. When West Japan Railway Company was launched in April 1987, he became Representative Director and Executive Vice President at the same time.

In June 1992 he became President after five years as Representative Director and Executive Vice President since the company's founding. In the fiscal year ended March 1992, the year before he took office, consolidated revenue was ¥1,078.6 billion and ordinary profit ¥71.7 billion. The appointment applied the experience of a man who had handled the breakup and privatization at JNR's head office to the management of West Japan Railway in its fifth year.

During his tenure consolidated revenue rose from ¥1,078.6 billion in the fiscal year ended March 1992 to ¥1,209.3 billion in the fiscal year ended March 1997. In the fiscal year ended March 1995 ordinary profit fell to ¥24.3 billion and net income to ¥8.2 billion, the lowest of his tenure, but ordinary profit recovered to ¥61.5 billion the following year, ended March 1996. In April 1997 he stepped back to Representative Director and Chairman, and Shojiro Nanya took over as President.
