Background

He joined Japanese National Railways in April 1965 and served as a senior researcher in the Accounting Bureau and as secretary in the President's Office. In the April 1987 breakup and privatization he moved to East Japan Railway Company as General Manager of Finance, becoming Director and General Manager of Personnel in June 1990 and Managing Director and General Manager of Personnel in June 1992. He became Managing Director and Deputy Head of the Corporate Planning Headquarters in June 1996 and Representative Director, Executive Vice President and Head of the Corporate Planning Headquarters in June 1997. He worked only in head office administration, in finance, personnel and planning, and never handled train operations or branch operations.

Selection

In June 2000 he became Representative Director and President, succeeding Masatake Matsuda. In the same month of June 2000, Yoshio Ishida was promoted to Representative Director and Executive Vice President as Head of the Railway Operations Headquarters. Whereas Ishida had joined JNR in April 1967 and worked on the railway frontline in the operations and rolling stock departments and as head of the Takasaki branch, Mutsutake Otsuka had joined in April 1965 and served as head of finance, personnel and corporate planning. At a listed company whose shares were still held by the government, the successor appears to have been chosen from the planning side responsible for capital policy rather than from operations.

Initiatives

His two decisions in office were exiting the JR Companies Act upon completion of the sale of government-held shares, and the full rollout of Suica, launched in 2001. Consolidated revenue was nearly flat, from ¥2,543.4 billion in the fiscal year ended March 2002 to ¥2,592.3 billion in the fiscal year ended March 2006, but ordinary profit rose from ¥135.8 billion to ¥274.7 billion and net income from ¥47.5 billion to ¥157.5 billion. It was six years in which profit more than doubled without revenue growth.
