Background

He joined Japanese National Railways in April 1970 and served as General Manager of General Affairs at the Sendai Railway Operating Division from November 1985. In April 1987 he moved to East Japan Railway Company, formed to take over JNR's business, and worked through administrative posts as General Manager of General Affairs at the Tohoku Regional Head Office, head of the General Affairs Section, General Manager of Finance and General Manager of Personnel. He became Director and General Manager of Personnel in June 1996, Managing Director in June 2000 and in June 2002 Representative Director and Executive Vice President, also heading the Corporate Planning Headquarters.

Selection

In April 2006 he became Representative Director and President, succeeding Mutsutake Otsuka. In the fiscal year ended March 2006, the year before he took office, consolidated revenue was ¥2,592.3 billion, ordinary profit ¥274.7 billion and net income ¥157.5 billion. East Japan Railway had completed full privatization in June 2002 with the sale of 500,000 shares held by the Japan Railway Construction Public Corporation, and Satoshi Seino had been in charge of management planning as head of the Corporate Planning Headquarters since that same month.

Initiatives

In February 2010 the company transferred its credit card business to Viewcard through an absorption-type split, and in December 2010 opened the 81.8 km section of the Tohoku Shinkansen between Hachinohe and Shin-Aomori. Consolidated net income fell from ¥187.2 billion in the fiscal year ended March 2009 to ¥76.2 billion in the fiscal year ended March 2011, recovering to operating income of ¥360.0 billion and net income of ¥108.7 billion in his final year, the fiscal year ended March 2012. The drop in profit appears to have stemmed from the suspension of services after the March 2011 earthquake.
