Background

He joined the Bank of Japan in April 1963 and became an Executive Director in December 1994. He moved to the Long-Term Credit Bank of Japan as President in November 1998 and became an adviser to Ito-Yokado in August 2000. After 31 years at the Bank of Japan, one year and nine months as President of a long-term credit bank and eight months as a retail adviser, he became Representative Director and President of IY Bank in April 2001. His appointment came not from building a career in bank sales but at the end of a path through the top of the central bank and a long-term credit bank.

Selection

Following Anzai, who became an Ito-Yokado adviser in August 2000, Masatoshi Wakasugi, also from the Long-Term Credit Bank of Japan, joined as an adviser in September that year, and when the bank opened in April 2001 Anzai became Representative Director and President and Wakasugi Managing Director. Yasuaki Funatake joined from Shinsei Bank in December 2001 and Kensuke Futagoishi from UFJ Bank in October 2003, so the board was made up of former bankers rather than retail career employees. At the end of March 2007 the major shareholders were Seven-Eleven Japan with 24.89% and Ito-Yokado with 16.14%, so the Ito-Yokado group held the capital.

Initiatives

In July 2005 the bank began introducing second-generation ATMs, and in October that year changed its name from IY Bank to Seven Bank. It added bank agency services and time deposits in March 2006, charging of the nanaco electronic money in September 2007, and completed ATM coverage of all 47 prefectures in December 2007, then listed on the JASDAQ Securities Exchange in February 2008. It booked no loan balance through the fiscal year ended March 2009; ordinary income grew from ¥47.9 billion in the FY ended March 2005 to ¥89.8 billion, net income from ¥10.8 billion to ¥16.9 billion, and employees from 181 to 308.
