Background
Born in 1911, he graduated from the Faculty of Economics of Tokyo Imperial University in 1935. He became head-office sales manager at Yawata Iron & Steel in 1952, a Director in May 1961, a Managing Director in May 1962 and a Senior Managing Director in May 1968. He remained a Senior Managing Director at Nippon Steel after the March 1970 merger and became Executive Vice President in May 1973. He never ran a steelworks, rising to the board from sales.
Selection
In the 1973 officer listings there were three Executive Vice Presidents, Takeo Fujiki, Saito and Tsugio Mine, all appointed that May. The 1976 edition lists Terutaka Tasaka as Representative Director and President, and the 1977 edition shows Saito in his place. Chairman Yoshihiro Inayama stayed on in both editions, so only the president changed after a single year while the chairman remained.

In his first year, FY ended March 1978, net sales were ¥2,326.1 billion and net income ¥15.8 billion, down from ¥2,506.1 billion and ¥28.7 billion the year before. Results then recovered to net sales of ¥2,844.8 billion and net income of ¥105.7 billion in FY ended March 1980, and ¥3,112.6 billion and ¥71.0 billion in FY ended March 1981, his final year. The 1977 officer listings show Yutaka Takeda first among ten Executive Vice Presidents, and in June 1981 Saito handed the presidency to Takeda.
