Background
He joined the Ministry of Health and Welfare in 1942 and served as Commissioner of the Social Insurance Agency in June 1970 and Vice-Minister of Health and Welfare in January 1971. In July of that year he moved to Vice-Minister of the Environment, and in May 1976 he became Deputy Chief Cabinet Secretary (administrative). At Takeda he served as Executive Vice President before rising to President in July 1986. A former official of the ministry that oversees drug approvals and drug prices sat at the top of a pharmaceutical company.
Selection
In July 1986 he became President, succeeding Ikushiro Kurabayashi. Whereas Kurabayashi was promoted from within, Umemoto was brought in from outside after a career at the Ministry of Health and Welfare, the Environment Agency and the Cabinet Secretariat. In the fiscal year ended March 1986, the year before he took office, consolidated revenue was ¥551.8 billion and net income ¥23.2 billion. In a business where drug price revisions and regulation drive results, the appointment appears to have valued his government experience.
