Background

He entered the Ministry of Finance in April 1975, serving as Director of the Foreign Exchange and Money Market Division of the International Finance Bureau from June 1995 and as Budget Examiner in the Budget Bureau from July 1997. He became Director-General of the Financial Bureau in July 2007 and of the Budget Bureau in July 2009, and served as Vice Minister of Finance from July 2010 until retiring in August 2012. His government service spanned 37 years. In November that year he joined Internet Initiative Japan as Special Advisor.

Selection

In June 2013 he succeeded founder Koichi Suzuki as Representative Director, President and COO. He took office seven months after joining as Special Advisor. Suzuki moved to Representative Director, Chairman and CEO, and the founder kept the CEO title. In the FY ended March 2013, the year before he took office, consolidated revenue was ¥106.2 billion and operating income ¥7.8 billion.

Initiatives

He carried on from his predecessor the shift in business model from connectivity services to recurring-revenue services for corporate clients, and in the FY ended March 2025, his final year, consolidated revenue was ¥316.8 billion and operating income ¥30.1 billion. Compared with ¥106.2 billion and ¥7.8 billion in the year before he took office, revenue was 3.0 times and operating income 3.9 times higher. In 2023 the company revised its capital relationship with the NTT group and signed a capital and business alliance with KDDI; in the FY ended March 2026, KDDI was the largest shareholder with 11.5%, followed by NTT with 6.9%.
