Background
Born in Yamagata in 1909, he graduated from the Faculty of Engineering of Hokkaido Imperial University in March 1932. He was transferred to Tohoku Electric Power at its launch in May 1951 and continued to handle the President's Office and planning, as Director and deputy head of the President's Office from May 1958, Director and head of the President's Office from May 1960 and head of the Planning Office from August 1963. He rose to Managing Director in May 1964 and Executive Vice President in January 1966.
Selection
In November 1969 he succeeded Kanichiro Hirai as President, with Hirai moving to Chairman that same month. In the 1968 and 1969 executive listings Wakabayashi was the only Executive Vice President, with the rest being Managing Directors, and he was promoted after three years and ten months in that post. After a predecessor brought in from outside, the presidency returned to a career employee who had been with the company since its launch.
Initiatives
In April 1973 the company established Sakata Kyodo Karyoku Hatsuden. In August 1978 it established Nihonkai LNG, moving into receiving liquefied natural gas. In April 1980 it absorbed Niigata Kyodo Karyoku Hatsuden. In nuclear power, it created a deputy head post in the Nuclear Power Development Promotion Headquarters in March 1971, and from May 1972 an Executive Vice President concurrently headed the Power Development Promotion Headquarters.
