Background
He joined Tohoku Electric Power in April 1985. He rose to Executive Officer and general manager of the Planning Department in June 2018, Managing Executive Officer in June 2019 and Director and Managing Executive Officer in June 2021. He became Representative Director and Executive Vice President in April 2022 and served three years in that post before becoming President. He rose to the executive ranks from planning, and it took him seven years from Executive Officer to President.

In April 2025 he succeeded Kojiro Higuchi as Representative Director and President. Whereas his predecessor was an engineer who had come up through the Thermal and Nuclear Power Headquarters, Ishiyama rose to the executive ranks from head of the Planning Department, making this a change of lineage.
