Background
He joined Japanese National Railways in April 1967 and served as General Manager of General Affairs at the Shinkansen General Bureau from March 1987. In the April 1987 breakup and privatization he moved to Central Japan Railway Company, working through Shinkansen administration and personnel as General Manager of General Affairs at the Shinkansen Operations Headquarters, General Manager of Administration at the Shinkansen Railway Operations Headquarters from February 1988 and General Manager of Personnel from March 1989. He became Director and head of the Secretarial Office in June 1992, Managing Director in June 1996, Senior Managing Director in June 1998 and Representative Director and Executive Vice President in June 2000. He held 40 shares.

In June 2004 he became Representative Director and President, succeeding Yoshiyuki Kasai. Kasai had been President since June 1995 and moved to Representative Director and Chairman in the same month of June 2004, remaining a Representative Director throughout Matsumoto's tenure. Matsumoto had been Representative Director and Executive Vice President since June 2000, four years before his eventual successor Yoshiomi Yamada became Executive Vice President in June 2004. In the fiscal year ended March 2004, the year before he took office, consolidated revenue was ¥1,384.1 billion and ordinary profit ¥131.0 billion, up in both from the year before.
Initiatives
During his tenure consolidated revenue moved from ¥1,384.1 billion in the fiscal year ended March 2004 to ¥1,486.6 billion in the fiscal year ended March 2010, and ordinary profit from ¥131.0 billion to ¥165.2 billion. In April 2006 the sale of all Central Japan Railway shares held by the JNR Settlement Headquarters of the Japan Railway Construction, Transport and Technology Agency was completed. The company introduced the N700 series on the Tokaido Shinkansen in July 2007 and made Nippon Sharyo a consolidated subsidiary in October 2008. That same month it submitted to the Minister of Land, Infrastructure, Transport and Tourism its report on the topographical and geological survey for the Chuo Shinkansen between Tokyo and Osaka, begun in February 1990 at the instruction of the Minister of Transport, and in December that year it received instructions to survey the remaining four items under Article 5 of the Nationwide Shinkansen Railway Development Act.
