Background

He joined Keisei Electric Railway in April 1982. He became Director and General Manager of the Development Business Department in June 2010, overseeing real estate and development. He became Managing Director in June 2013 and Senior Managing Director and Representative Director in June 2015. He rose to the board not from railway operations but from the development side, which handles land and facilities along the lines, and became President in his 35th year with the company. After becoming President he also took the title of President and Executive Officer in October 2021.

In the fiscal year ended March 2017, the year before he took office, consolidated revenue was ¥245.8 billion, operating income ¥30.0 billion and net income ¥35.7 billion. The previous year, the fiscal year ended March 2016, revenue had been ¥251.2 billion and operating income ¥28.2 billion, so profit rose even as revenue fell. Kobayashi had been Director and head of development since 2010 and a Senior Managing Director with representative authority since 2015, and the appointment appears to have put an executive with long experience of non-railway businesses in the top job.

Initiatives

In the pandemic-hit fiscal year ended March 2021, consolidated revenue was ¥207.7 billion with an operating loss of ¥18.1 billion, a swing into the red from revenue of ¥245.8 billion and operating income of ¥30.0 billion in the fiscal year ended March 2017, the year before he took office. The company returned to the black with operating income of ¥10.2 billion in the fiscal year ended March 2023, and recovered to revenue of ¥319.3 billion and operating income of ¥36.0 billion in the fiscal year ended March 2025. He also began a partial sale of its Oriental Land shares and a review of capital allocation. The consolidated workforce grew from 8,840 to 12,818 during his tenure.
