Background
He graduated from the Faculty of Economics at Rikkyo University in September 1944 and joined Tokyu Corporation in December 1945. At Odakyu Electric Railway he moved through administrative posts, from General Manager of General Affairs in November 1961 to heading the Business, Materials and Labor departments, becoming a Director in November 1965 and Managing Director in November 1969. He became head of the Management Control Office and the Parking Department in May 1970, head of the Business Division in March 1973 and Senior Managing Director in May 1975. He reached the presidency through head office administration rather than railway operations.
Selection
In June 1981 his predecessor So Hirota moved to Chairman and he became President. That same month the first President, Naroku Ando, became Honorary Chairman, so three generations from the founding era sat on the board together. Toshimitsu was promoted after six years as Senior Managing Director from May 1975. In contrast to Hirota, recruited from a bank, his was an internal promotion of a man who had transferred from Tokyu Corporation and spent 20 years in the company since becoming a department head in 1961.
Initiatives
In March 1990 the Tama Line was extended from Odakyu Tama Center to Karakida. Non-consolidated revenue rose from ¥78.1 billion in the fiscal year ended March 1982, his first year, to ¥96.2 billion in the fiscal year ended March 1985, but ordinary profit was flat at ¥4.7 billion to ¥4.6 billion. The quadruple-tracking under way since the 1964 urban planning decision was not completed in his ten years in office either; the first phase (Kitami to Izumi-Tamagawa) was finished only in June 1997, after he stepped down.
