He joined Tobu Railway in April 1974 and rose to Director in June 1990, Managing Director in April 1991, Senior Managing Director and Representative Director in June 1993 and Executive Vice President in June 1995, joining the board 16 years after joining and becoming President after 25. He bears the founding family's name, but no record remains of a shareholding to back it. In the fiscal year ended March 2016, during his tenure, the major shareholders were trust banks and insurers, The Master Trust Bank of Japan with 4.92%, Japan Trustee Services Bank with 3.91% and Fukoku Mutual Life Insurance with 2.43%, with no individuals among them.

He became President in June 1999, succeeding Takashige Uchida, nine years after joining the board in June 1990 and after four years as Executive Vice President. He went on to serve as President for 24 years until June 2023, staying on as Chairman after stepping down.
Initiatives
In the fiscal year ended March 2002 the company posted a consolidated net loss of ¥71.1 billion. Thereafter it cut the consolidated workforce by more than 5,300, from 23,990 in the fiscal year ended March 2002 to 18,629 in the fiscal year ended March 2013, and while consolidated revenue shrank from ¥685.5 billion in the fiscal year ended March 2003 to ¥577.2 billion in the fiscal year ended March 2013, operating income rose from ¥47.7 billion in the fiscal year ended March 2006 to ¥52.5 billion. In May 2012 it opened Tokyo Skytree in Oshiage, adding a source of earnings outside the railway.
