He became President in 1984, succeeding Fumio Watanabe. Premium income for the fiscal year ended March 1984 was ¥596.2 billion and net income ¥23.0 billion, the former up 1.7 times in six years from ¥350.2 billion in the fiscal year ended March 1978. His predecessor had aimed to be number one in the world in premiums, quality and net assets alike, targeting around the year 2000, and the handover came amid continuing expansion in scale.

In September 1985 the company won approval for a savings rider, hailed as the definitive product in the savings field. Thanks to the growth of savings-type insurance, the share of personal and household lines in premium income approached 90%. In number of agencies, a lead over Yasuda Fire of more than 10,000 in 1983 was reversed in 1986, and by 1989 the two were level at 75,143 for Tokio Marine and 75,726 for Yasuda Fire. Both added agencies at a pace of 6,000 to 7,000 a year. In the first half of 1988 Yasuda Fire overtook it in premiums excluding marine, though Tokio Marine narrowly kept first place for the full year.
