Background
In June 1946 he became Representative Director and President of Okadaya Gofukuten as the seventh head of the family. The store had burned in the war, and by 1974 the Yokkaichi store was on its third site. He became Representative Director and President of Okadaya in November 1959 and the first President of JUSCO in April 1970. In the shareholder register for the fiscal year ended February 1974 he was the largest shareholder with 29.6%, holding both management and capital.
Selection
In February 1969 Okadaya, Futagi and Shiro jointly established the purchasing company (old) JUSCO, consolidating procurement for all three. The following March 1970, Okadaya merged with four companies, Futagi, Okadaya Chain, Kawamura and (old) JUSCO, bringing capital to ¥688.44 million. In April that year it changed its name to JUSCO, and Okada became the first President. The Okadaya name, at the center of the merger, did not survive in the company name.
Initiatives
Merged companies were kept as regional companies such as Sanyo Jusco, Oita Jusco and Fukuoka Jusco, with their former management left in charge. Purchasing was unified, while sales floors were left to the regions. The company listed on the Second Sections of the Tokyo, Osaka and Nagoya stock exchanges in September 1974 and moved to the First Section of the Tokyo Stock Exchange in August 1976. In December 1976 it issued shares in Europe and listed on the Luxembourg Stock Exchange.
