Background

He joined Dai-Ichi Bank in April 1961 and retired in May 1995 as Senior Managing Director of Dai-Ichi Kangyo Bank. That same month he was brought into JUSCO as Director and Executive Vice President, and he became President the following May 1996. Dai-Ichi Kangyo Bank had been the third-largest shareholder with 3.09% in the shareholder register for the fiscal year ended February 1980. He was a President sent from the bank.

Selection

In May 1996 Hidenori Futagi, President for 12 years, stepped back to Director and Vice Chairman, and Director and Executive Vice President Kenji Tanaka succeeded him. Motoya Okada, eldest son of Takuya Okada, had become Senior Managing Director in May 1995, and it was understood within the company that Motoya would be promoted to President four years later. Tanaka was positioned to bridge that interval.

Initiatives

Soon after taking office he began drafting a three-year mid-term plan starting with the fiscal year ended February 1998. It called for taking 30 subsidiaries public and reaching consolidated ordinary profit of ¥200 billion, nearly tripling the ¥70.1 billion recorded in the FY ended February 1997 within three years. The plan was worked out jointly with Senior Managing Director Motoya Okada. On June 10, 1997 he was arrested over his involvement, while at Dai-Ichi Kangyo Bank, in loans to a corporate racketeer, and resigned as President the next day.
