Background

Born in Miyagi in 1895, he joined Nippon Paint in 1918. In October 1936 he took charge of its production base on the continent as head of the Manchuria plant, then became Corporate Auditor in February 1943, Director in February 1944 and Senior Managing Director that July. It took him 26 years from joining to become a Director and 26 and a half years to become Senior Managing Director; he was a career employee who came up through the plants and the shop floor.

Selection

In February 1946 he moved up from Senior Managing Director to President. The change came one year and seven months after his promotion to Senior Managing Director, and appears to have taken place amid the turnover of management around Japan's defeat in the war. Chiaki Obata and Shigeru Tada, who became Directors alongside him in February 1944, were promoted to Managing Director in February 1946, the same month he became President, leaving Tsukuda, who had moved ahead to Senior Managing Director during the war, at the top.

Initiatives

His presidency lasted 19 years, and in June 1965 he became Chairman. During this time he accumulated posts in industry associations, serving as chairman of the Japan Paint Manufacturers Association, managing director of the Japan Chemical Industry Association, vice chairman of the Kansai Chemical Industry Association and standing director of the Japan Inorganic Chemical Industry Association. Among affiliates, he was also President of Nippon Metal Finishing and a Director of Nippon Toryo Yushutsu Shinko, personally controlling the company's channels for metal surface treatment and exports.
