Background
He joined Nippon Paint in April 1970, became a corporate officer in April 1997, general manager of the International Department in April 1999, and a Director that June. From October 1999 he also served as President of NIPPON PAINT (EUROPE) LTD., then became Managing Director in June 2001 and Director and Senior Managing Executive Officer in April 2004. After becoming a corporate officer, his only posts were head of the International Department and president of the European subsidiary; an international specialist, he reached senior managing level without heading a domestic business division. The officers section of the annual securities report for the fiscal year ended March 2009 lists his shareholding at 44,000 shares.

In June 2005 he moved up from Director and Senior Managing Executive Officer to Representative Director and President. Among the other directors on the same list, Yoshio Ando, who joined in 1971, became a Director in 2006, 35 years after joining; Koichi Kimoto, who joined in 1972, after 33 years; and Kenji Sakai, who joined in 1973, in 2005 after 32 years. Matsuura, who joined in 1970 and became a Director in 1999, took 29 years, the shortest on the list. Initiatives
Consolidated revenue grew from ¥202.8 billion in the fiscal year ended March 2005, before he took office, to ¥259.2 billion in FY ended March 2008, and consolidated employees rose from 3,792 to 5,814. In October 2006 the company set up NB Coatings in Illinois, U.S., and it made its Thai joint venture a consolidated subsidiary in January 2007 and its Taiwanese joint venture that November, moving its Asian joint ventures from the equity method to full consolidation. In FY ended March 2009, revenue fell to ¥239.6 billion, operating income to ¥3.1 billion and net income to ¥1.8 billion.
