Background
He handled IPOs of IT companies at Daiwa Securities SMBC and served as Director, Executive Officer and CFO of mixi before joining Mercari in December 2013. As Director and head of the Corporate Division he oversaw administrative functions, and just over three years after joining, in April 2017, he became Director, President and COO. Founder Shintaro Yamada was the largest shareholder with 27.48% as of the fiscal year ended June 2018, and Koizumi was not among the top ten major shareholders.

In April 2017 he became Director, President and COO, succeeding founder Shintaro Yamada. Yamada moved to Representative Director, Chairman and CEO, creating a two-headed structure separating the CEO and COO roles. In the fiscal year ended June 2016, the year before he took office, consolidated revenue was ¥12.2 billion with a net loss of ¥0.3 billion. The appointment appears to have put his capital markets experience from the securities firm and mixi to work on preparations for listing.
Initiatives
During his tenure, in June 2018, the company listed on the Tokyo Stock Exchange Mothers market. Upfront investment continued after the listing, and losses widened, from consolidated revenue of ¥35.7 billion and an operating loss of ¥4.4 billion in the fiscal year ended June 2018 to revenue of ¥51.6 billion and an operating loss of ¥12.1 billion in FY ended June 2019, the year he stepped down. Employees more than tripled, from 596 in FY ended June 2017 to 1,826 in FY ended June 2019.
