Background

He entered the Ministry of Construction in April 1977 and from April 1995 served three terms as Governor of Iwate Prefecture. In August 2007 he became Minister for Internal Affairs and Communications and Minister of State for Decentralization Reform. From April 2009 he was an advisor to Nomura Research Institute and a visiting professor at the University of Tokyo's Graduate School of Public Policy, and in January 2020 he joined Japan Post Holdings.

Selection

In January 2020, Masuda became Director, Representative Executive Officer and President of Japan Post Holdings. It came just after the second secondary offering of Japan Post Insurance shares in April 2019 under his predecessor, Masatsugu Nagato. In the fiscal year ended March 2019, consolidated ordinary income was ¥12,774.9 billion and net income ¥479.4 billion. A man who had overseen postal administration as Minister for Internal Affairs and Communications was entrusted with restoring trust and drawing up the next mid-term management plan.

Initiatives

In March 2021, Japan Post Holdings agreed to a business alliance with Rakuten Group and invested in it. In June that year its voting stake in Japan Post Insurance fell to 49.9%, freeing Japan Post Insurance from the insurance holding company regulations of the Insurance Business Act. In April 2022, Japan Post Holdings, Japan Post Bank and Japan Post Insurance all moved to the Prime Market of the Tokyo Stock Exchange. In March 2023 the company carried out a second secondary offering of Japan Post Bank shares, and in April 2025 Japan Post Co. made Tonami Holdings a subsidiary through a share acquisition.
