Background

He graduated from the Faculty of Law of Tokyo Imperial University in 1940 and entered government service, becoming director-general of the Heavy Industries Bureau of the Ministry of International Trade and Industry in May 1966 and Administrative Vice-Minister of the Economic Planning Agency in September 1968, before retiring in December 1969. He became an adviser to Mitsui Mining & Smelting in June 1971, a Managing Director in May 1972, a Senior Managing Director in May 1974 and Executive Vice President in June 1977. A Tokyo native and former bureaucrat, he joined a company whose presidents had been career men from Mitsui Mining.

Selection

In June 1979 he became President when Shinpei Omoto moved to Chairman, eight years after joining as an adviser and after stepping up through Managing Director, Senior Managing Director and Executive Vice President. In the two years just before he took over, the company posted net losses of ¥4.5 billion in FY ended March 1978 and ¥3.1 billion in FY ended March 1979. His background as MITI's Heavy Industries Bureau chief and Economic Planning Agency vice-minister appears to have made him the choice for negotiations with government and the local community over scaling back the Kamioka mine.

Initiatives

In October 1980 the company absorbed Mitsui Kinzoku Haku Seizo and Sankin Rare Earth, opening the Ageo copper foil plant (now the Ageo Copper Foil Plant) and the Miike Rare Metals plant to establish a domestic copper foil production network. The following month it founded Taiwan Copper Foil Co., Ltd. as a copper foil production base in Taiwan. In 1981 it drew up a reconstruction plan setting a policy of scaling back the Kamioka mine in stages. On a non-consolidated basis it returned to net income of ¥3.1 billion in FY ended March 1980, but posted a net loss of ¥5.4 billion in FY ended March 1982.
