Background
He entered the Ministry of International Trade and Industry in April 1976 and served as Vice-Minister for International Affairs in July 2010. From July 2014 he was Executive Vice President of NEC, and in June 2016 he became Representative Director and President of Japan Petroleum Exploration (JAPEX). Having passed through government and a major electronics maker, he joined the resource developer directly as its top executive.
Selection
In June 2016 he succeeded Osamu Watanabe as President. Following Watanabe, another former MITI official took the top post, making two successive presidents from government. Whereas Watanabe had been promoted after a year as Executive Vice President, Okada went straight into the presidency from outside. In the fiscal year ended March 2016, the year before he took office, consolidated sales were ¥240.3 billion and operating profit fell from ¥32.1 billion the previous year to ¥8.3 billion.
Initiatives
In his first year, FY ended March 2017, consolidated sales shrank to ¥207.1 billion and operating profit to ¥0.7 billion. In FY ended March 2018 sales recovered to ¥230.6 billion, but the company posted a net loss of ¥31.0 billion. In his final year, FY ended March 2019, sales were ¥268.0 billion, operating profit ¥2.3 billion and net income ¥14.8 billion, with sales exceeding the ¥240.3 billion of the year before he took office. Over his three years and four months, he restored the level of sales, but operating profit fell short of the ¥8.3 billion of the year before he took office.
