Background
He joined Tokyo Broadcasting System in April 1969 and served as head of the Programming Bureau from June 1997. His subsequent posts all dealt with new transmission channels extending beyond terrestrial broadcasting: head of the JDC Promotion Office in June 1998, head of the BS Council secretariat in November that year, and head of the Media Promotion Bureau in April 2002. He became an Executive Officer in June 2002, a Director and head of the Media Promotion Bureau in June 2003, and a Director and head of the Programming Headquarters in May 2004. With the launch of TBS Television in October 2004 he became its Managing Director, also heading the Programming and Production Headquarters and the News Headquarters.

In April 2011 he succeeded Keizo Zaitsu as Representative Director and President of Tokyo Broadcasting System Holdings. In April 2009 Tokyo Broadcasting System had become a certified broadcasting holding company under the Broadcast Act, changed its name to Tokyo Broadcasting System Holdings and transferred its broadcasting and visual and cultural businesses to TBS Television through an absorption-type split, and Ishihara had become Representative Director and President of TBS Television that same April 2009. Hiroshi Inoue, President of the holding company since June 2002, moved to Representative Director and Chairman in April 2009 and remained Chairman during Ishihara's tenure. Ishihara also served as President of TBS Television until April 2015, overseeing both the holding company and the broadcaster.
Initiatives
During his tenure, consolidated revenue was nearly flat, from ¥342.8 billion in the fiscal year ended March 2011 to ¥348.5 billion in the FY ended March 2016, but ordinary profit rose from ¥9.2 billion to ¥22.7 billion and net income from ¥0.1 billion to ¥14.5 billion. Terrestrial television completed its transition to digital in July 2011. In October 2012 the company began broadcasting the CS channel TBS Channel 2, and in May 2013 it moved its main television transmitting station from Tokyo Tower to Tokyo Skytree. In April 2015 it made BS-TBS a wholly owned subsidiary.
