Background

He joined Nomura Securities in April 1963 and served as Managing Director from December 1988, Representative Director and Senior Managing Director from June 1990 and Representative Director and Executive Vice President from June 1995. He moved to Sumisei Investment Advisors as an adviser in October 1998, became Representative Director and President of Sumitomo Life Investment in January 1999 and its Chairman in June 2002. He became Representative Director and President of the Industrial Revitalization Corporation of Japan in April 2003, then an adviser to the Tokyo Stock Exchange in May 2007, its Representative Director and President in June that year, and Director, Representative Executive Officer and President of Tokyo Stock Exchange Group in August that year. He holds 24,100 shares of Japan Exchange Group.

Selection

In January 2013 he became Director, Representative Executive Officer and Group CEO of Japan Exchange Group, formed through the business integration of Tokyo Stock Exchange Group and Osaka Securities Exchange. Saito had been Representative Executive Officer and President of Tokyo Stock Exchange Group since August 2007; from the Osaka side, Michio Yoneda, who joined the Bank of Japan in 1973 and became President of the Osaka Securities Exchange in December 2003, joined as Group COO, and the two stood side by side. Masakazu Hayashi, a former Administrative Vice Minister of Finance, became Chair of the Board. Consolidated operating revenue went from ¥71.7 billion in the fiscal year ended March 2013, before the integration, to ¥113.8 billion in the FY ended March 2014.

Initiatives

During his tenure consolidated operating revenue rose from ¥71.7 billion in the fiscal year ended March 2013 to ¥106.1 billion in the FY ended March 2015, and net income from ¥10.9 billion to ¥31.4 billion. Operating profit was ¥53.5 billion in the FY ended March 2015 and grew to ¥66.3 billion the following FY ended March 2016. The restructuring of the markets created by the integration itself is covered under the business integration. The scope of reporting changed from non-consolidated to consolidated in the FY ended March 2013, so the figures cannot be compared directly with non-consolidated operating revenue of ¥22.4 billion in the FY ended March 2012.
